The Executive Core Qualifications (ECQs) include: Leading Change Leading People Results Driven Business Acumen Building Coalitions Your 5 page USAJOBS (SES) Federal Resume Format will cover all the required (ECQs) and several core and fundamental competencies including: Interpersonal Skills, Oral Communi-cation, Integrity/Honesty, Written Communi-cation, Continual Learning, and Public Service.	SENIOR EXECUTIVE SERVICE MEMBER APPLICATION (SES) The Senior Executive Service (SES) members are highest ranking officials in their agencies. SES members manage and oversee nearly every government activity in 75 federal agencies. Senior Executive Service (SES) positions are only available for BEST QUALIFIED candidates above GS-15 or equivalent. Scientific & Professional (ST) positions are classified as COMPETITIVE SERVICE POSITIONS and are only available for candidates above a GS-15 which involves high-level research and development roles. Senior Level (SL) positions are for BEST QUALIFIED candidates above GS-15. The candidate does not have to meet SES criteria or the Research & Development responsibilities of ST positions. The (SL) position may be in either the COMPETI-TIVE or EXCEPTED SERVICE.
